some interesting changes here. i'm interested to see how they're going to deal with flagrants in a 30 game ncaa season vs an 82 game nba season. but i'm glad they're putting the no-charge arc on the floor. that should've been there from the start.

Seriously, how do you put the rule in one year, and TAKE A WHOLE YEAR TO FIGURE OUT HOW TO MAKE IT ENFORCEABLE?  Any 7-year-old had this computed already last year as soon as the rule was put in.  Is the entire rules committee brain dead or something?

So, you now essentially have 1000 schools that have to get their floors worked on in the next five months, at a time when most athletic departments are struggling for cash - especially the non-D1 schools.

What the should have done was announced this last year, to be started this coming year so schools could plan ahead. We already have had our floor painted this sunmer, and I'm not sure we will be able to afford to go back and get the arc down.

That does make some sense.

Still, and your last paragraph points this out, how do you put in a rule last year and not *know* that it's going to take an actual arc painted on the court in order to enforce it consistently?  How did the member institutions not know that this was inevitable?  Did they (NCAA) think, "hey, maybe we can get by with out it"?  If I was Mark LaBarbera last year when the rule change was instituted, I'd have done all I could last year to allocate money to the budget for when they decreed that you have to paint an arc on the floor this year.
