While I do not know the 'secret formula' for NET, I do know that the metric includes some consideration for road versus home. Kansas (#1 in RPI) has been horrible on the road (though undefeated home and neutral) in comparison to other teams, so other teams' performance in their road games probably causes Kansas to be substantially lower.
